The park and the bay access around the park is very quiet for eagle habitat so not well suited for jet skis either. Pohick Bay Regional Park is the local park that has the swimming amenity (Pirate's Cove Water Park). You can also launch motorized craft from their launch but they do not rent jet skis so you would need to bring your own.
